The Collapse of the 28-Article Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, negotiation efforts are conducted: hopeful statements are delivered from different nations. Significant resources is allocated on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nighttime Reality

As military strikes unfolded into the early hours of Tuesday, the current condition of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from Russian territory, a capacity provided through current data. From vantage locations, defense planes that had been dispatched to engage hostile aerial threats roared overhead – modern combat jets delivered to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense activated: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through partner states. Every deployment creates sudden vibrations, shaking the windows. The instant of fear quickly transforms into sober acceptance: maybe the hostile projectile won't strike its target this time, preventing destruction from devastation and further power outages.

Continuous Dangers

Following this, a large-caliber weapon engaged a aerial vehicle in the vicinity, part of a mobile-fire group – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.

Periodically, this carried on until dawn. Kyiv greeted the early updates: multiple fatalities, destruction and heating outages in multiple buildings as a result of the evening attack. As typically, everyone still maintained normal activities – experiencing conflict. But those entire period illustrated Ukraine's vital need on Western support – a reliance that neighboring countries are demonstrably unable to replace in the immediate future.

Ineffective Peace Efforts

The 28-point plan from Washington generated strong feelings, discussion and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.

Every new approach from Washington follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually achieve victory. This trend will, undoubtedly, continue.

Strategic Calculations

It is convenient to criticize particular leaders of consistently pushing Russian terms. But that does not seem to be the complete picture. US administration operates on a premise familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration believes that it is impossible to compel Moscow to relinquish the areas that it currently occupies in Ukraine's south or east.

The challenge is that while recognising this factual reality, Washington does little to prevent Kremlin actions, through statements or actions, from assuming that the situation will not change more in its favour in the months ahead.

Opposing Positions

Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their motivation to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to stop fighting, but they will continue as long as Russia's leadership remains completely certain in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing civilians and areas but avoiding a entire defensive failure until circumstances change in its benefit.

Present Conditions

Factually, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: political desires to mediate resolution and achieve global acclaim, and the government's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any plan Kyiv finds unsuitable, so that their focus does not move to homefront challenges. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will change their overall approach.

These two forces are influencing discussions.

Summary and Prospects

It took a only one week to kill the proposed articles of the current initiative. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to alter the situation, if they remain united and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, primarily depend on continued Western support.
